The Employers’ Liability Tracing Office (ELTO) is a small organisation doing a job that reaches a long way. Close to a hundred thousand people a year come to us trying to find out which insurer covered their employer, very often after a diagnosis or an injury that has changed their life. Every inquiry answered represents someone who now has the information they need to take the next step.

The work we do
The Employers’ Liability Database (ELD) answers most searches on its own. The interesting work is everything around that: the searches the database cannot resolve, the quality of the data going into it, and the assurance that keeps the whole service trustworthy.
Roles at ELTO tend to sit in one of five areas:
Tracing investigation. Picking up the inquiries a straightforward search cannot answer, and working out which insurer was on risk when a company has changed its name, merged, been sold or closed decades ago. This is detective work with real consequences, and it is the hardest part of what we do.
Service and operations. Running the database day to day, supporting the solicitors and Members who use it, handling the Help Desk, and keeping the service reliable for people who often only use it once.
Data and technology. The database itself, data quality, as well as the ELTO website, there's a lot going on behind the scenes to ensure that our service is a modern, secure and reliable one.
Compliance, audit and risk. The tracing audit programme, member data assurance audits reported to the FCA, information security, and the enterprise risk register the board reviews.
Communications and member engagement. Keeping insurer Members and stakeholders informed, and making the service understandable to people who have never had to trace an insurance policy before.
Many of the enquiries we handle relate to illnesses that take decades to appear. Mesothelioma is the clearest example: exposure to asbestos that happened fifty years ago, a diagnosis today, and a very short window in which to make a claim.
When a search succeeds, someone who had no route to compensation now has one. When a search is unsuccessful, it is usually because a record was never created or not loaded on to the database. That is what makes the 'unglamorous' parts of this work, data quality, record loading, audit, matter as much as they do.
